Regulatory framework

Awarding professional qualifications to higher education students at the Faculty of Mathematics and Informatics is carried out in accordance with The Procedure for Awarding Professional Qualifications to higher education students at V. N. Karazin Kharkiv National University, approved by the decision of the University Academic Council on August 29, 2025 (protocol No. 22). The Procedure was developed in pursuance of the Law of Ukraine «On Higher Education» and the Resolution of the Cabinet of Ministers of Ukraine dated October 25, 2024, No. 1223 «Some Issues of Awarding Professional Qualifications by Higher Education Institutions in the Absence of a Professional Standard.».

What is a professional qualification and when is it awarded

The University awards a full professional qualification to the student provided that:

• the relevant qualification is defined by a valid professional standard entered into the register of the National Qualifications Agency (or – until January 1, 2030 – by agreement with the Agency in the absence of such a standard);
• the educational program under which the student studies provides for the awarding of this qualification.

Partial professional qualifications are not awarded by the university.

Two procedures for awarding qualifications

Depending on the correspondence of the educational program's subject area to the professional standard, the qualification is awarded by one of two procedures:

1. Within the framework of student certification – based on the results of passing the certification exam, if the content of the mandatory component of the educational program fully covers the competencies and learning outcomes provided for by the professional standard.

2. By a separate procedure – based on the results of passing a qualification exam, which is not part of the final certification, if the subject area of the specialty does not fully coincide with the professional standard or the relevant competencies are acquired in the elective part of the program.

For example, under the educational-professional program «Mathematics and Informatics» (specialty A4.04 «Secondary Education (Mathematics)»), professional qualification is awarded specifically within the framework of the attestation exam, the program of which is consistent with the requirements of the professional standard «Teacher of a general secondary education institution» (Order of the Ministry of Education and Science of Ukraine No. 1225 dated 29.08.2024) and approved by the Scientific and Methodological Council of the University (protocol No. 11 dated 25.06.2026). How evaluation is organized

The program of the attestation exam or qualification examination must include a list of competencies to be assessed, a description of the form and procedure of conduct, the structure of the ticket, sample tasks, evaluation criteria and scale, requirements for academic integrity, and a list of recommended literature. The program is prepared by a working group, approved by the Scientific and Methodological Council of the University, and published on the faculty's website no later than two months before the conduct.

The decision on awarding a qualification is made by a collegial body – the Examination Commission (for the attestation exam) or the Evaluation Commission (for the qualification examination). The chairperson and at least half of the commission members are leading specialists in the field who are not employees of the university.

Qualification awarding criterion:

• based on the results of the attestation exam – a grade of «good» or «excellent» (on a four-level scale); a grade of «satisfactory» means that the exam has been passed, but the qualification is not awarded;
• based on the results of the qualification examination – at least 70 out of 100 points («passed»); retaking the exam to improve the grade is not permitted.

Appeal

An applicant who has been denied a qualification has the right to submit an appeal – no later than the next working day after the announcement of the result. The appeal is considered by the appeal commission within three working days; its decision is final.

Academic integrity

The conduct of exams and examinations is regulated by the University's Code of Academic Integrity and the Policy on the Use of Artificial Intelligence. Detection of academic dishonesty leads to a decision to refuse to award the qualification, regardless of the points scored.
